In accordance with the Government” ™s requirement for all governing bodies, the 3 core strategic functions of the Governing Body of Dallam Community Primary School are:
- Ensuring clarity of vision, ethos and strategic direction.
- Holding the head teacher to account for the educational performance of the school and its pupils.
- Overseeing the financial performance of the school and making sure its money is well spent.
Governance Arrangements
The Governing Body of Dallam Community Primary consists of the following members;
- Head Teacher – Mrs Amanda Downey
- 1 staff governor – Mr Geoff Boulter
- 2 elected parent governors – Mrs Chelsey Norton, together with Mrs Shireen Mohammed who joined us at the end of the academic year
- 1 Local Authority governor – Mr Graeme White
- 6 co-opted governors – Miss Ashlea O” ™Rourke, Mrs Ann Harrison, Mrs Donna Kendal, Mrs Jennie Pirks, Dr Margaret Emsley and Mrs Emma Whaley
Total – 11 members
During the 2022/23 academic year the full Governing Board met as a minimum once per term. Committees met, to consider different aspects of the school in detail and any actions or headlines are reported into the Full Governing Board meeting. Here at Dallam Community Primary School, we have a Resources Committee, Standards Committee and a Head Teacher Performance Management Committee. All of which receive regular updates from the school leadership team, as well as updates in relation to attainment, safeguarding, behaviour, attendance and special educational needs.
Our governors undertake a skills audit at the beginning of each year and attend training and refresher training, as appropriate, to ensure the Governing Body continues to have the appropriate mix of skills and expertise to effectively undertake its functions.
The work that we have done within our committees and in the governing body
During the academic year, the governing body monitored the school improvement plan and looked at its impact on pupil achievement and their wellbeing. We also carried out the Head Teachers Performance Management duty.
The Resources Committee (Finance/Personnel) met throughout the year to monitor the budget and staffing. Due to continued increased costs, school finances continue to be a challenge. The Resources Committee includes managing the Personnel arrangements at the school and these were monitored regularly to ensure adequate levels were maintained across school, to meet the needs of the children.
The Standards 1 Committee had previously had responsibility for reviewing performance and data and tracking pupil attainment and progress. From September 2022 this was incorporated into the full governing Board meetings.
Standards 2 committee became the only standards committee and met throughout the year with a focus on the curriculum. This included discussion with subject leaders and with children. The children talked passionately about their lessons and what they enjoyed most about being school. Governors particularly enjoyed meeting with History lead in the spring term to look at how the history curriculum had been redesigned and then seeing the evidence in books, learning walks and children” ™s assemblies
Last year, governors and the Headteacher undertook a collaborative exercise across the school community to reshape our school vision: Nurture, Inspire and Achieve – Success at the Heart of the Community. This is now well embedded and governors were delighted when our OFSTED inspection in June celebrated Dallam as a school in the ” ˜heart of the community” ™
The OFSTED inspection in June graded Dallam as a ” ˜Good” ™ school with outstanding personal development for our children. The report celebrated the achievements of our children and how much they progress whilst they are with us; it recognised the positive impact of their admirable behaviour and attitudes to learning. Dallam OFSTED report June 2023
At the Governor Away day in September, governors took the opportunity to look at their link responsibilities and aligned them to the school development plan. Governors have a nominated governor for safeguarding and special education needs (Mrs Donna Kendal). She meets termly with the SENDCo and with the Designated Safeguarding Lead.
Future plans for the Governors
- To support the school in improving attendance further
- To support the school as we move forward with academisation and join The Challenge Academy Trust (TCAT)
- To strengthen Governors skillset to ensure governors are aligned appropriately to the work of the Board and are therefore able to fully support the school

I am Ashlea O’Rourke and I am the Chair of Governors at Dallam Primary School. I have been a governor since 2018 and recently became Chair. I am excited about the prospect of being Chair at Dallam and supporting the school to progress further.
I have worked in various roles in HR for over 10 years now and I am looking forward to applying my skills and experience to my role as a governor. I am grateful for the opportunity to be involved with Dallam and I look forward to further getting to know the staff, pupils and parents and how we can work together to move forward and develop as a school.

Hello, I’m Jenny. I’m a parent Governor at Dallam Primary School, because I have a child in the Special Provision. I wanted to get involved with the Governing of Dallam, because I feel this school and this community has so much to offer. The staff are all very dedicated to their work with our children and work so hard towards excellent outcomes for the pupils and their families.
I have worked in the Neighbourhoods team of Warrington Borough Council for 14 years, in various roles and have a lot of local knowledge of the area and its residents. I have 2 children, one of whom is autistic, so I have experience of the struggles many families face. I really look forward to working with the school to achieve great things.

I have worked in public service since leaving university; firstly as a scientist & senior manager in the NHS for over 30 years and latterly in Education.
I work at Dallam school and that gives me opportunities to spend time with the children. They are so proud of their work and love to show you their books and share their learning at any time!

Hello, I’m Ann Harrison and I am a co-opted Governor at Dallam Primary School.
I have worked at Dallam for 28 years, mainly within the designated provision, as school SENCO and most recently as Assistant Head. During this time I have experienced many changes and seen our school grow and develop. I wanted to be a Governor to be part of this team who are striving to give our children the very best educational opportunities.

Hello, I’m Margaret, a co-opted Governor at Dallam Primary School.
I am a civil and structural engineer and worked on construction sites across the UK before becoming a lecturer at The University of Manchester. I took early retirement a few years ago to become a full-time carer.
I really believe that Dallam school is a place where children thrive and are given every opportunity to fulfil their potential, enjoy learning and take pride in their achievements. This is due to the fantastic committed, caring and hardworking staff and I feel privileged to be a governor at Dallam school.

Chelsey Norton – Parent Governor

Hello, I’m Chelsey, I’m super happy to be the new parent governor. My little boy currently attends the school and is in Holly Class. I wanted to get involved with the Governing at Dallam because I feel the school have been an incredible support for us as a family and I wanted to give something back as a way of thanks.
My little boy has thrived since joining the school not just academically but emotionally and his confidence is blossoming daily. I have worked in another school in Warrington for the past 11 years as a teaching assistant. I am extremely passionate about the inclusion of children with special needs, having a child with ASD myself.
My aim when working with children is doing everything I can to bring the best out in them and making them believe they can achieve anything they put their minds to. I am looking forward to working with not just the school but the children within it to achieve great things.
Mary Cummings – Co-Opted Governor

Hello, my name is Mary Cummings.
I re-joined the Governing Body May 2023, as a Co-opted Governor, after a break of 9 months. I previously joined in October 2017.
My career was in Education, working in different local authorities and a variety of schools, and as a governor supporting primary and secondary schools. When I retired, I really missed the children and wanted to be involved in supporting school to give children their best foundation.
I have been involved in Dallam School over several years now, with its committed staff team and fabulous children. I love coming in to school to visit and share in some of the exciting things that the children do. I also help at ‘The Bread and Butter Thing’ on a Wednesday afternoon, ensuring that families in the community are able to access food at a reduced rate that would otherwise be headed for landfill.
I look forward to becoming involved in the life of the school again.

Governors Responsibilities
1. The role of the Governing Board
The Governing Board is responsible for overseeing the performance and development of the School. It is responsible for agreeing and overseeing the implementation of the school development plan and whole school policy (for example, Teaching and Learning, Safeguarding, Financial and Personnel policies) and ensuring school resources are appropriately deployed. The Governing Board is not responsible for the day to day management of the school but has a wide remit ranging from formal oversight and reporting to the Local Authority to a ‘critical friend’ that supports and challenges the school leadership team on an ongoing basis. Governor responsibilities are dispensed through a series of Committees in addition to individual responsibilities that may be taken on by specific governors (for example, a Governor to focus on Numeracy). The Head teacher reports formally to the Chair of Governors and is accountable for reporting on whole school performance and future school development plan priorities to the Governing Board on a regular basis. The Governing Board continues to challenge itself to ensure their contribution is making a material difference to outcomes for pupils.
2. Becoming a Governor
Some Governors are appointed by the Local Authority or other community stakeholders, based on their skills and experiences and their ability to add value to the school. Other Governors are elected as representatives of the Parents. Governors are volunteers and the time commitment varies depending on the level of involvement an individual is able to offer, although typically a Governor will be expected to attend a Full Governing Board meeting and one or two Sub Committee meetings per term. Meetings typically last two hours and take place after the end of the school day. 3. Annual Governance Statement
The Chair of Governors and the Governing Board conduct an annual self-assessment of their performance and currently assess their performance in overseeing, supporting and challenging the school leadership team as effective. Attendance at Committees is sufficient to demonstrate both that meetings are quorate and also that individual governors are making an effective contribution. A number of key issues and initiatives have been overseen by the Governors in the last 12 months as shown in the chairs annual statement.
